This Violent Video Resulted In 15-Year-Old Girl Suing Police Officer An off-duty police officer in Washington faces a lawsuit from a 15-year-old girl he slammed against a car and threw to the ground as part of an arrest. Surveillance video from the mall where Tacoma Police Department Officer Jared Williams worked shows the alleged assault on Monique Charlene Tillman in its entirety.

In the clip above, Tillman can be seen riding her bicycle through a parking lot with her brother before getting stopped by Williams. After a brief conversation, Williams appears to begin writing a ticket when Tillman tries to ride away.

Williams immediately snatches Tillman and hurls her against a car, holding her against the vehicle with a hand on her chest. When she struggles, Williams slams her into the car again, grabs her by the hair, and then throws her to the ground before tazing her. Her brother can be seen looking on and trying to intervene while another mall cop holds him back.

Although she was arrested and charged with fourth-degree assault, charges against Tillman where eventually dropped.

Tillman's attorney, Vito de la Cruz, blasted Williams' aggressiveness toward the young girl.

“A child riding a bike should not have to worry that a police officer will stop her without legal cause and brutalize her,” he said in a statement.

The lawsuit names Williams, the owners of the Tacoma mall where the incident took place and a private security company, and is seeking unspecified damages.
